China, India, Mexico and the Philippines again landed in different places in the November 2026 bulletin. Mexico and the Philippines gained three months in EB-2, China moved slightly in EB-1 and EB-3, and India’s EB-2 date held at November 1, 2013.
The bulletin lists the four as OversubscribedA category or country for which demand exceeds the available visa numbers, so a cutoff date is listed in the Visa Bulletin.See it in the glossary, which is why each has its own column. Every other country shares one.

What each country got
China: EB-1 and EB-3 moved slightly and EB-2 held, while family dates gained a year in four categories. See the China report.
India: EB-2 held for a second month and EB-3 gained three weeks. Read the India report.
Mexico: EB-2 recovered three months and family dates moved only slightly. Read the Mexico report.
Philippines: EB-2 gained three months and only F2A moved in the family lines. Read the Philippines report.
The pattern
Employment gains landed mostly in the shared column, and the family jumps in F1, F2B and F3 went to most countries, China and India but not to Mexico or the Philippines. The full bulletin overview covers the rest, and the October comparison shows where each country started.
